I have the option to include those towards the end of the flight and space classes I'm teaching this semester, but we'll be in winter proper by the time we get to it ... So I'll probably elect to not deal with water rockets when it's freezing outside.

They’re a lot of fun, you use a regular plastic bottles as the rocket. Protip, a Pellegrino bottle will withstand at least 90 psi.

I was wondering if a person could make their own. I vaguely remember seeing homemade ones when I was a cub Scout. I imagine a 3D printer could help in fabricating parts for the base.

You could make one pretty easily with a few fittings from a plumbing depart ment.
